Stop arms exports to Saudi Arabia, defend press freedom!<\/b><\/p>\n

On 14 April 2019, French journalists published on www.disclose.ngo<\/a> that French weapon systems are used in the Yemen war. And worse: While ministers of the Macron government assured the public, French arms would not be used by Saudi Arabia in its war in Yemen, the French military intelligence wrote detailed analysis how the Saudis used the weapons in Yemen. Ten days later, Europe was still mourning the terribly fire in Notre Dame de Paris, two journalists of Disclose and one journalist of Radio France were summoned by the internal intelligence agency (DGSI). While consequences for the ministers who misled the public are still missing, those who exposed the scandal are now under pressure. The Ministry of Defence initiated an investigation by the prosecutor of Paris for \u201cbetrayal of defence secrets\u201d against the journalists. Geoffrey Livolsi and Mathias Destal of Disclose.ngo were warned in the summons that the offences they are suspected of committing are punishable by \u201ca prison term\u201d of five years and a fine of up to 75,000 euro. French newspapers, TV channels and agencies representing all political directions rallied behind the journalists under investigations. This injustice has to stop. The journalists deserve a medal of honour, not prison. The journalists did their job according to all standards of their profession and did not put any French service members at risk. French ministers assure the public that French weapons would not be used in Yemen, or if they are in the country, then only for defensive and non-harmful way. Thanks to the journalists we know this was said against better knowledge. The ongoing investigations, a possible indictment, a trial and sentences for the three journalists threaten not only press freedom in France but in all of Europe. Emmanuel Macron enjoys to pose as antipode to Viktor Orban. Yet in the face of breaches of valid European rules, to prosecute the messenger instead of the law-breakers, will rather serve Viktor Orban as excuse when he further undermines the rule of law and the press freedom in Hungary. To protect whistleblowers and journalists, the EU institutions just agreed on European whistleblower protection rules. Greens successfully pushed for this new EU directive against the unified yet silent blockade of the French and German ministers of justice in the Council of ministers. The scandalous proceedings against the three journalists shed a bad light on the exception rule on national security included in the compromise. The exception from the European whistleblower protection for national security interests became part of a compromise on the insistence of national ministers. Greens will demand to drop unnecessary limitations when the EU rules are translated into national laws.<\/p>\n

 <\/p>\n

Not only the prosecution of journalists pose a danger. Arms exports from France and Germany to Saudi Arabia breach a Common position of the EU. The EU foreign affairs ministers adopted – under French presidency – eight binding EU criteria on arms exports. Criterion two of this Common Position 2008\/944\/CFSP obliges the 28 Member States to deny arms licences where there is a clear risk that the technology would be used to commit war crimes and others serious violations of human rights and humanitarian law. Its criterion four adds that in case of a clear risk that the recipient would use the weapons aggressively against another state or its transfer would endanger regional stability, a licence shall also be denied. The UN identified numerous war crimes committed in Yemen since 2015 by Saudi Arabia, the Emirates and others, those who receive French armoury worth dozens of billions. The UN call the consequences of this Saudi-led war the worst humanitarian crisis in the world including famine and cholera as a direct consequence of a naval and air blockade. As in Yemen, the breach of the EU criteria for arms exports is clear, well documented and evident. Therefore, exports are illegal. The stronger and more sovereign Europe that Emmanuel Macron advocates must be based on the rule of law. The continuous breach of European decisions not only disrespects the rule of law, it also hampers any progress to build a stronger Europe.<\/p>\n

 <\/p>\n

Yet president Macron, despite all facts exposed by the journalists declared last week he spoke to the Saudi government and believes their assurances French arms will not be used against civilians. The president of the nation that invented human rights trusts in an absolute monarchy that they will of course respect human rights? The Saudi government executed short after Easter 37 citizens for organising demonstrations by beheading. One was reportedly crucified in public afterwards. While their president serves the defense industry, citizens have to take on the defense of European rules. It is because of citizen protests in Le Havre on 10 May that a Saudi ship had to leave without the arms president Macron had given green light to export. It is high time that the president, also on this issue, has to listen to the citizens he represents and to reverse his policy.<\/p>\n

 <\/p>\n

Meanwhile in Germany, governing parties agreed not to uphold European rules either. Christian-Democrats openly support arms exports to the Wahhabi monarchy. Social-Democrats opposed initially but settled for a compromise to agree to exports where production is mixed between European partners. The grand coalition compromise agrees with exports of arms, such as the Eurofighter planes, as long as as German parts are not more than 10 or 20 percent of the overall weapon system. This shows that, as the Macron government, the current German coalition government does not respect the binding export regime and gives the impression that compliance with its criteria is negotiable in return for favours of other governments. A value based European position cannot be based on the the insistence on illegal exports of Macron\u2019s En Marche and Annegret Kramp-Karrenbauer\u2019s CDU combined with the unprincipled position of Andrea Nahles\u2019 SPD.<\/p>\n

 <\/p>\n

The illegal policies in France and Germany are as unacceptable as the suspicious secrecy of the Franco-German agreement on arms exports annexed to the new Elys\u00e9e-Treaty. Governments on both sides of the Rhine have shown, by issuing this long time secret agreement, that they rather try to circumvent the eight EU criteria on arms exports instead of reinforcing them. Common European rules must be based on the existing eight criteria and negotiated in transparency. We Greens proposed to make the existing criteria in the form of a Common position, adopted by foreign ministers in 2008, part of the EU community law in the context of the new European defense fund. While the decision made by ministers alone can be enforced only among them, a European law is proposed by Commission, decided by Parliament and Council and can be enforced by the EU Commission and – if necessary – the European Court of Justice. However, Christian-Democrats, Liberals and parts of the Social-Democrats did not support our proposal. We will carry the truth exposed by journalists and the demands of citizen in Le Havre into the next European Parliament and demand the full power of European law to enforce human rights and European values as basis for arms exports from Europe into third countries. Europe needs a coherent and comprehensive system for defence cooperation including a truly common, harmonised, and enforceable arms export policy. Industrial cooperation and coherence as regards exports are two sides of the same coin.<\/p>\n

The European Parliament demanded already in February 2016 an arms embargo against the Saudi-led coalition in the Yemen conflict. This was a Green initiative. The Parliament repeated its call in 2017 and 2018. It is high time that the president and the chancellor listen to the voice of the European democracy and uphold the European rule of law.<\/p>\n

Le 14 avril 2019, des journalistes fran\u00e7ais ont publi\u00e9 sur www.disclose.ngo<\/a> une enqu\u00eate confirmant que des syst\u00e8mes d’armes fran\u00e7ais \u00e9taient bien utilis\u00e9s dans la guerre au Y\u00e9men. Et ce alors m\u00eame que les ministres du gouvernement Macron tentaient de rassurer l’opinion publique, arguant que les armes fran\u00e7aises ne seraient pas utilis\u00e9es par l’Arabie saoudite dans sa guerre au Y\u00e9men, et qu\u2019elles n\u2019avaient qu\u2019une vocation d\u00e9fensive. Pourtant, les services de renseignements militaires fran\u00e7ais avaient r\u00e9dig\u00e9 une analyse d\u00e9taill\u00e9e de la mani\u00e8re dont les Saoudiens utilisaient les armes au Y\u00e9men, contredisant le discours officiel. Pour avoir r\u00e9v\u00e9l\u00e9 ce document class\u00e9 \u00ab secret d\u00e9fense \u00bb, deux journalistes de Disclose et un journaliste de Radio France ont \u00e9t\u00e9 convoqu\u00e9s par la DGSI et une proc\u00e9dure judiciaire pour trahison du secret d\u00e9fense a \u00e9t\u00e9 ouverte : cette tentative d\u2019intimidation est une grave atteinte \u00e0 la libert\u00e9 de la presse, alors m\u00eame que les ministres qui ont menti n\u2019ont pas \u00e9t\u00e9 inqui\u00e9t\u00e9s. Geoffrey Livolsi et Mathias Destal de Disclose.ngo ont \u00e9t\u00e9 avertis dans cette convocation que les infractions qu’ils sont soup\u00e7onn\u00e9s d’avoir commises sont passibles d’une peine de prison de cinq ans et d’une amende pouvant atteindre 75.000 euros. Face \u00e0 cette menace brandie contre le 4\u00e8me pouvoir qu\u2019est la presse, des journaux, des cha\u00eenes de t\u00e9l\u00e9vision et des agences de presse fran\u00e7aises ont fait front commun pour d\u00e9noncer cette injustice d\u00e9mocratique. Ces journalistes m\u00e9ritent une m\u00e9daille, pas la prison, d\u2019autant plus qu\u2019ils ont fait leur travail dans le respect de la d\u00e9ontologie de leur profession, sans m\u00eame mettre en danger les membres des services fran\u00e7ais. Nous nous \u00e9tonnons qu\u2019Emmanuel Macron – pourtant si prompt \u00e0 d\u00e9noncer les d\u00e9rives illib\u00e9rales d\u2019un Viktor Orban – cautionne l\u2019\u00e9ventuelle condamnation de journalistes lanceurs d\u2019alerte, sapant ainsi les principes fondamentaux de l\u2019\u00c9tat de droit alors m\u00eame que l\u2019Union Europ\u00e9enne vient de se doter d\u2019une directive visant \u00e0 prot\u00e9ger les lanceurs d\u2019alerte. Une directive qui n\u2019aurait pu voir le jour sans la d\u00e9termination des \u00e9cologistes europ\u00e9ens, mais qui a \u00e9t\u00e9 sap\u00e9e par les \u00c9tats membres qui ont introduit au dernier moment des n\u00e9gociations une exception relative \u00e0 la s\u00e9curit\u00e9 nationale. C\u2019est pourquoi les \u00e9cologistes europ\u00e9ens demandent aux Parlements nationaux de ne pas transposer ces limitations dans le droit national : ils n\u2019en ont pas l\u2019obligation.<\/p>\n

Mais ces poursuites engag\u00e9es contre les journalistes ne sont pas le seul probl\u00e8me que cette affaire r\u00e9v\u00e8le : les exportations d’armements de la France et de l’Allemagne vers l’Arabie saoudite sont contraires au droit europ\u00e9en puisque les ministres des affaires \u00e9trang\u00e8res des pays de l’UE avaient adopt\u00e9 – sous la Pr\u00e9sidence fran\u00e7aise de l\u2019UE – huit crit\u00e8res europ\u00e9ens contraignants en mati\u00e8re d’exportation d’armements. Le deuxi\u00e8me crit\u00e8re de cette position commune 2008\/944\/PESC oblige les 28 \u00c9tats membres \u00e0 refuser d\u2019accorder des licences de vente d’armement lorsqu’il existe un risque \u00e9vident que la technologie soit utilis\u00e9e pour commettre des crimes de guerre et autres violations graves des droits humains et du droit humanitaire. Le quatri\u00e8me crit\u00e8re ajoute qu’en cas de risque manifeste que le destinataire utilise les armes de mani\u00e8re agressive contre un autre \u00c9tat ou que leur transfert mette en danger la stabilit\u00e9 r\u00e9gionale, la licence soit \u00e9galement refus\u00e9e. L’ONU a identifi\u00e9 de nombreux crimes de guerre commis au Y\u00e9men par l’Arabie saoudite depuis 2015, mais aussi les \u00c9mirats Arabes Unis et d’autres pays de la coalition, qui ont re\u00e7u des dizaines de milliards d’euros d\u2019armements fran\u00e7ais. De l\u2019aveu m\u00eame de l\u2019ONU, cette guerre men\u00e9e par les Saoudiens est la pire crise humanitaire que vit le monde actuellement, le blocus naval et a\u00e9rien impos\u00e9 ayant provoqu\u00e9 la famine et l\u2019apparition du chol\u00e9ra. Conclusion : le non-respect des crit\u00e8res de l’UE en mati\u00e8re d’exportation d’armes est clair, document\u00e9 et \u00e9vident, les exportations sont donc ill\u00e9gales. Cet \u00e9tat de fait va \u00e0 rebours des engagements d\u2019Emmanuel Macron pour une Europe aussi forte que souveraine, et ce sont exactement ces incoh\u00e9rences nationales qui mettent \u00e0 mal le projet europ\u00e9en et le droit qui l\u2019a structur\u00e9.<\/p>\n

Malgr\u00e9 les preuves accablantes, le 9 mai dernier, le Pr\u00e9sident fran\u00e7ais disait \u201cassumer\u201d la vente d\u2019armes fran\u00e7aises \u00e0 l\u2019Arabie saoudite, assurant avoir la \u201cgarantie\u201d qu\u2019elles \u201cn\u2019\u00e9taient pas utilis\u00e9es contre des civils\u201d au Y\u00e9men. Depuis quand le pays qui se revendique des droits de l\u2019Homme accepte sans sourciller d\u2019accorder sa confiance \u00e0 une monarchie absolue qui a encore r\u00e9cemment d\u00e9capit\u00e9 37 de ses citoyens pour avoir os\u00e9 organiser des manifestations ? Si le Pr\u00e9sident fran\u00e7ais s\u2019en lave les mains, il est s\u00fbr que nos concitoyens Fran\u00e7ais ne partagent pas le m\u00eame avis, et nous f\u00e9licitons la mobilisation qui a permis d\u2019emp\u00eacher un navire saoudien d\u2019embarquer ces armements depuis le port du Havre. Un v\u00e9ritable camouflet pour le gouvernement fran\u00e7ais.<\/p>\n

Dans le m\u00eame temps, alors m\u00eame que l\u2019Allemagne faisait encore figure de bonne \u00e9l\u00e8ve, les partis au pouvoir se sont eux aussi mis d’accord pour enfreindre ces r\u00e8gles europ\u00e9ennes. Les chr\u00e9tiens-d\u00e9mocrates soutiennent ouvertement les exportations d’armes vers la monarchie islamique wahhabite. Les sociaux-d\u00e9mocrates s’y \u00e9taient d’abord oppos\u00e9s mais se sont finalement accord\u00e9s sur un compromis acceptant les exportations \u00e0 condition \u00a0que la production de ces armements ait \u00e9t\u00e9 r\u00e9alis\u00e9e conjointement avec des pays europ\u00e9ens. Le compromis trouv\u00e9 par la grand coalition allemande est ainsi d\u2019autoriser les exportations d’armements, comme les avions de combat Eurofighter…\u00e0 condition que les pi\u00e8ces allemandes ne repr\u00e9sentent pas plus de 10 ou 20% du mat\u00e9riel achet\u00e9. Ces arrangements ne sont pas des compromis acceptables, ce sont des compromissions avec des r\u00e8gles qui ont \u00e9t\u00e9 commun\u00e9ment accept\u00e9es.<\/p>\n

Pour s\u2019assurer que la position commune 2008\/944\/PESC soit bien respect\u00e9e, les \u00e9cologistes au Parlement europ\u00e9en avaient tent\u00e9 de l\u2019int\u00e9grer dans le Fonds europ\u00e9en pour la d\u00e9fense, lors des n\u00e9gociations au Parlement europ\u00e9en. En vain, puisque les m\u00eames familles politiques (les conservateurs, les lib\u00e9raux et une partie des socialistes) n\u2019ont pas soutenu cette proposition dont l\u2019objectif humanitaire \u00e9tait pourtant \u00e9vident. Cet \u00e9chec lourd de cons\u00e9quence ne nous fait pas baisser les bras pour autant : la v\u00e9rit\u00e9 expos\u00e9e par les journalistes et l\u2019action citoyenne au Havre renforcent notre d\u00e9termination pour la prochaine l\u00e9gislature. Plus que jamais, nous exigerons que les r\u00e8gles europ\u00e9ennes soient pleinement appliqu\u00e9es pour faire respecter les droits humains et les valeurs europ\u00e9ennes face aux exportations ill\u00e9gales d’armements.<\/p>\n

Nous l\u2019avions d\u00e9j\u00e0 fait \u00e0 trois reprises lorsque, sous notre houlette, le Parlement europ\u00e9en avait exig\u00e9 d\u00e8s f\u00e9vrier 2016 un embargo sur les armements \u00e0 destination de la coalition saoudienne engag\u00e9e dans le conflit au Y\u00e9men. Le Parlement avait r\u00e9it\u00e9r\u00e9 son appel en 2017 et 2018. Il est grand temps que le Pr\u00e9sident fran\u00e7ais et la Chanceli\u00e8re allemande \u00e9coutent la voix de la d\u00e9mocratie europ\u00e9enne et fassent enfin respecter l’\u00c9tat de droit.<\/p>\n

Am 14. April 2019 ver\u00f6ffentlichten franz\u00f6sische Journalisten auf www.disclose.ngo, dass franz\u00f6sische Waffen im Jemenkrieg eingesetzt werden. Und noch schlimmer: W\u00e4hrend \u00a0Minister der Macron-Regierung \u00f6ffentlich versicherten, franz\u00f6sische Waffen w\u00fcrden von Saudi-Arabien in seinem Krieg im Jemen nicht ben\u00fctzt, hatte der franz\u00f6sische Geheimdienst l\u00e4ngst aufgeschrieben, wie die Saudis die Waffen im Jemen genau verwendeten. Zehn Tage sp\u00e4ter, Europa trauerte noch um das schreckliche Feuer in Notre Dame in Paris, wurden zwei Journalisten von Disclose und ein weiterer von Radio France vom franz\u00f6sischen Milit\u00e4rgeheimdienst DGSI vorgeladen. W\u00e4hrend die Irref\u00fchrung der \u00d6ffentlichkeit f\u00fcr die Minister bisher folgenlos blieb, stehen jetzt die Aufdecker des Skandals unter Druck. Die Staatsanwaltschaft Paris ermittelt auf Initiative des franz\u00f6sischen Verteidigungsministeriums wegen “Verrats von Verteidigungsgeheimnissen” gegen die Journalisten. Geoffrey Livolsi und Mathias Destal von Disclose.ngo wurden in der Vorladung gewarnt, dass auf die ihnen vorgeworfenen Straftaten Gef\u00e4ngnis droht, laut franz\u00f6sischem Gesetz Freiheitsstrafe von bis zu f\u00fcnf Jahren und Geldstrafe von bis zu 75.000 Euro. Hinter den unter Druck gesetzten Journalisten versammelten sich franz\u00f6sische Zeitungen, Fernsehsender und Agenturen aller politischen Richtungen. Diese Ungerechtigkeit muss ein Ende haben. Die Journalisten verdienen eine Medaille, nicht Gef\u00e4ngnis. Die Journalisten haben bei ihrer Arbeit alle journalistischen Sorgfaltspflichten beachtet und keine franz\u00f6sischen Sicherheitskr\u00e4fte in Gefahr gebracht. Die Minister der Macron-Regierung versichern der \u00d6ffentlichkeit, dass franz\u00f6sische Waffen nicht in den Jemen k\u00e4men oder, wenn sie sich im Land befinden w\u00fcrden, nur zu defensiven und nicht sch\u00e4dlichen Zwecken eingesetzt w\u00fcrden. Dank der Journalisten wissen wir, dass die Minister das wider besseres Wissen gesagt haben. Die laufenden Ermittlungen der Staatsanwaltschaft, eine m\u00f6gliche Anklage, ein Prozess und Urteile gegen die drei Journalisten bedrohen nicht nur die Pressefreiheit in Frankreich, sondern in ganz Europa. Emmanuel Macron gibt sich gern als Gegenpol zum autorit\u00e4ren ungarischen Regierungschef Viktor Orban. Dass Macron EU-Regeln bricht und statt seinen in die Irre f\u00fchrenden Ministern die Journalisten anzeigen l\u00e4sst, hilft Viktor Orban geradezu als Entschuldigung, wenn er weiter in Ungarn Rechtsstaat und Pressefreiheit untergr\u00e4bt.<\/p>\n

 <\/p>\n

Zum Schutz von Hinweisgebern und Journalisten haben die EU-Institutionen erst im M\u00e4rz ein Whistleblower-Schutzgesetz beschlossen. Die Gr\u00fcnen haben sich erfolgreich f\u00fcr diese neue EU-Richtlinie eingesetzt und die stille aber sture Blockade der franz\u00f6sischen und deutschen Justizminister im Ministerrat \u00fcberwunden. Das skandal\u00f6se Verfahren gegen die drei franz\u00f6sischen Journalisten wirft ein Schlaglicht auf die im Kompromiss enthaltene Ausnahme bei Fragen der nationalen Sicherheit. Die Ausnahme vom Whistleblowerschutz f\u00fcr nationale Sicherheitsinteressen wurde Teil eines Kompromisses auf Dr\u00e4ngen der nationalen Minister. Wir Gr\u00fcnen fordern, unn\u00f6tige Beschr\u00e4nkungen fallen zu lassen, wenn die EU-Vorschriften in nationales Recht umgesetzt werden.<\/p>\n

 <\/p>\n

Eine Gefahr ist nicht nur die Verfolgung der Journalisten. Waffenausfuhren aus Frankreich und Deutschland nach Saudi-Arabien versto\u00dfen gegen einen Gemeinsamen Standpunkt der EU. Die EU-Au\u00dfenminister haben 2008, unter franz\u00f6sischem Vorsitz, acht verbindliche EU-Kriterien f\u00fcr Waffenausfuhren beschlossen. Kriterium zwei dieses Gemeinsamen Standpunkts 2008\/944\/GASP verpflichtet die 28 Mitgliedstaaten, Waffenlizenzen zu verweigern, wenn die eindeutige Gefahr besteht, dass die Technologie f\u00fcr Kriegsverbrechen und andere schwere Verletzungen der Menschenrechte und des humanit\u00e4ren V\u00f6lkerrechts eingesetzt werden. Eine Genehmigung ist nach dem vierten Kriterium auch dann zu verweigern, wenn eindeutig droht, dass die Empf\u00e4nger der Waffen sie aggressiv gegen einen anderen Staat einsetzen oder ihre Weitergabe die regionale Stabilit\u00e4t gef\u00e4hrdet. Die UNO identifizierte seit 2015 zahlreiche Kriegsverbrechen im Jemen, begangen von Saudi-Arabien, den Vereinigten Arabischen Emiraten und anderen, die franz\u00f6sische R\u00fcstungsexporte im Wert von Dutzenden von Milliarden Euro erhalten haben. Die UNO bezeichnet die Folgen des von Saudi-Arabien gef\u00fchrten Krieges als die schwerste humanit\u00e4re Krise der Welt, einschlie\u00dflich Hungersnot und Cholera als direkte Folge einer Marine- und Luftblockade. Der Versto\u00df gegen die EU-Kriterien f\u00fcr Waffenexporte durch Saudi-Arabien im Jemen ist klar, gut dokumentiert und offensichtlich. Daher sind Waffenexporte aus der EU nach Saudi-Arabien nach EU-Regeln illegal. Das st\u00e4rkere und souver\u00e4ne Europa, von dem Macron spricht, muss auf funktionierender Rechtsstaatlichkeit aufbauen. Die st\u00e4ndige Verletzung europ\u00e4ischer Regeln missachtet nicht nur die Rechtsstaatlichkeit, sondern behindert auch alle Fortschritte beim Aufbau eines st\u00e4rkeren Europas.<\/p>\n

Doch Pr\u00e4sident Macron erkl\u00e4rte letzte Woche, entgegen aller von den Journalisten enth\u00fcllten Fakten, dass er der saudischen Regierung glaubt, dass die franz\u00f6sischen Waffen nicht gegen Zivilisten verwendet werden. Der Pr\u00e4sident der Nation, die die Menschenrechte erfunden hat, vertraut auf eine absolute Monarchie, dass sie nat\u00fcrlich die Menschenrechte respektiert? Die saudische Regierung hat kurz nach Ostern 37 B\u00fcrger mit dem Schwert enthaupten lassen, weil sie Demonstrationen organisiert hatten. Berichten zufolge wurde ein Toter danach noch \u00f6ffentlich gekreuzigt. W\u00e4hrend der franz\u00f6sische Pr\u00e4sident vor allem der Verteidigungsindustrie dient, m\u00fcssen die B\u00fcrger die Verteidigung des europ\u00e4ischen Rechts \u00fcbernehmen. Es ist B\u00fcrgerprotesten zu verdanken, dass am 10. Mai ein saudisches Schiff in Le Havre ohne franz\u00f6sische Waffen ablegen musste, f\u00fcr deren Export Pr\u00e4sident Macron noch gr\u00fcnes Licht gegeben hatte. Es ist h\u00f6chste Zeit, dass der Pr\u00e4sident, auch in dieser Frage, auf die von ihm vertretenen B\u00fcrger h\u00f6rt und seine Politik dramatisch \u00e4ndert.<\/p>\n

In Deutschland haben sich die Regierungsparteien inzwischen auch darauf geeinigt, die europ\u00e4ischen Regeln nicht einzuhalten. Die Christdemokraten unterst\u00fctzen offen Waffenexporte in die wahhabitische Monarchie. Die Sozialdemokraten lehnten Exporte zuerst ab, stimmten dann aber in einem Kompromiss Exporten zu, wenn Bauteile europ\u00e4ischer Partner bei der Produktion gemischt werden. Der Kompromiss der Gro\u00dfen Koalition erlaubt den Export von Waffen wie zum Beispiel Eurofighter Kampfflugzeugen auch nach Saudi-Arabien, solange die deutschen Teile – je nach Gr\u00f6\u00dfe – nicht mehr als zehn oder 20 Prozent des gesamten Waffensystems ausmachen. Die deutsche Koalitionsregierung respektiert nicht, wie schon die Macron-Regierung, das verbindliche Ausfuhrregime und erweckt den Eindruck, dass die Einhaltung der EU-Kriterien handelbar gegen die Gunst anderer Regierungen sei. Eine wertebasierte europ\u00e4ische Au\u00dfenpolitik ist auf Grundlage des Beharrens auf illegalen Exporten von Macrons En Marche und Annegret Kramp-Karrenbauers CDU und der prinzipienlosen Position der SPD von Andrea Nahles nicht m\u00f6glich.<\/p>\n

Die regelbrechende Politik in Frankreich und Deutschland ist ebenso inakzeptabel wie die verd\u00e4chtige Geheimhaltung des deutsch-franz\u00f6sischen Abkommens \u00fcber Waffenexporte im Anhang zum neuen Elys\u00e9e-Vertrag. Die Regierungen auf beiden Seiten des Rheins haben mit der f\u00fcr zu lange Zeit geheimen Vereinbarung gezeigt, dass sie die acht EU-Kriterien f\u00fcr Waffenexporte lieber umgehen als sie zu st\u00e4rken. Gemeinsame europ\u00e4ische Regeln m\u00fcssen auf den bestehenden acht Kriterien aufbauen und transparent ausgehandelt werden. Wir Gr\u00fcnen haben vorgeschlagen, die in Form eines Gemeinsamen Standpunktes 2008 von den Au\u00dfenministern beschlossenen Regeln im Rahmen des neuen Europ\u00e4ischen Verteidigungsfonds in das Gemeinschaftsrecht der EU aufzunehmen. W\u00e4hrend die Entscheidung der Minister allein nur unter ihnen durchgesetzt werden kann, wird ein EU-Gesetz von der Kommission vorgeschlagen, von Parlament und Rat beschlossen und kann von der EU-Kommission und – falls erforderlich – dem Europ\u00e4ischen Gerichtshof durchgesetzt werden. Christdemokraten, Liberale und Teile der Sozialdemokraten haben unseren Vorschlag jedoch nicht unterst\u00fctzt. Wir werden die von Journalisten offenbarte Wahrheit und die Forderungen der B\u00fcrger aus Le Havre und anderswo in das n\u00e4chste Europ\u00e4ische Parlament tragen. Wir Gr\u00fcne wollen Menschenrechte und europ\u00e4ischer Werte als Entscheidungsgrundlage f\u00fcr Waffenexporte mit der vollen Kraft eines europ\u00e4ischen Gesetzes. Europa braucht ein koh\u00e4rentes und umfassendes System f\u00fcr die Zusammenarbeit im Verteidigungsbereich, einschlie\u00dflich einer wirklich gemeinsamen, harmonisierten und durchsetzbaren Waffenexportpolitik. Industrielle Zusammenarbeit bei der Produktion und Koh\u00e4renz bei den Ausfuhren sind zwei Seiten derselben Medaille.<\/p>\n

Das Europaparlament hat schon im Februar 2016 ein Waffenembargo gegen die von Saudi-Arabien gef\u00fchrte Koalition im Jemen-Konflikt gefordert. Dies war eine gr\u00fcne Initiative. Das Parlament wiederholte seine Forderung in den Jahren 2017 und 2018. Es ist h\u00f6chste Zeit, dass der Pr\u00e4sident und die Kanzlerin auf die Stimme der europ\u00e4ischen Demokratie h\u00f6ren und die europ\u00e4ische Rechtsstaatlichkeit verteidigen.<\/p>\n
