ENCUENTRO

DE MOVIMIENTOS SOCIALES DEL ECUADOR

POR LA DEMOCRACIA Y LA VIDA


Al cabo de 5 años ha quedado claro que el gobierno de Correa ha traicionado el proyecto político por el cual el pueblo ecuatoriano votó. El proyecto correísta representa un modelo autoritario y corrupto de modernización capitalista.


Para legitimar una supuesta imagen de izquierda, el gobierno utiliza un discurso de apariencia radical, pero se trata de un doble discurso. El Estado Plurinacional se ha quedado en los papeles y la propuesta ha sido vaciada de contenido. La  economía social y solidaria  se reduce a una subsecretaria con una visión marginal y recursos limitados sin avanzar hacia el modelo de desarrollo económico como lo establece la constitución. Los derechos de la naturaleza y los territorios indígenas son reconocidos de palabra, pero el modelo extractivista que el gobierno impulsa los contradice y ataca brutalmente. Se dice que se ha limitado las formas precarias de dominación del trabajo, como la tercerización y la flexibilización, pero la precarización es trasladada al sector público, quitándoles a sus trabajadores el derecho de organización, acción sindical y estabilidad laboral; se ataca al movimiento sindical con el pretexto de poner fin a los privilegios, pero se dejan intocados los privilegios del capital. El discurso de inclusión y valorización de las mujeres se contradice con  expresiones machistas y patriarcales y una política social que profundiza la división sexual del trabajo. La pretendida democratización de la libertad de expresión encubre  la  persecución a todo discurso crítico que cuestiona el accionar del gobierno. Sólo existen simulacros de participación social que son utilizados para avalar la política gubernamental. Mientras el discurso del gobierno cuestionó el endeudamiento externo, lo que se ha hecho es cambiar de prestamista; si al inicio se denunció el carácter neocolonial del TLC con Estados Unidos, el gobierno anda ahora empeñado en la firma de un “acuerdo comercial” con la Unión Europea, que sustancialmente no se diferencia en nada de los TLC y sus imposiciones. Se habla mucho de soberanía alimentaria pero se prioriza los agronegocios y la producción para la agroexportación.


Pero la otra realidad es la de los pueblos, los movimientos y organizaciones sociales que hoy resistimos a este modelo, así como ayer resistimos al neoliberalismo, y que no hemos doblado nuestras espaldas frente al autoritarismo del gobierno. A medida que se evidencia el carácter del gobierno, la confrontación política se agudiza y se activa la movilización social. Aquí están las luchas antimineras, las luchas de los pueblos del manglar, de los pueblos afros y montubios y de los pescadores artesanales, las luchas ambientalistas y ecologistas, las luchas de los maestros y maestras, las luchas estudiantiles, las luchas del movimiento feminista y de la diversidad sexual, las luchas de trabajadoras y trabajadores públicos, las movilizaciones de los pequeños comerciantes, el levantamiento indígena y campesino por el agua y por la tierra, y por la construcción del estado plurinacional, las lucha de los moradores de los barrios populares; allí está el masivo voto NO en la consulta del 7 de mayo.


Con todas estas luchas y movilizaciones se ha producido un nuevo escenario político en el que fortalecemos nuestras organizaciones y nuestras luchas y en el que día a día avanzamos en la construcción de una unidad programática hacia un Estado Plurinacional y nuevas formas de convivencia social.


¡Aquí renace la esperanza! ¡Aquí comienza la revolución de los pueblos!

Declaration of the Meeting of Social Movements of Ecuador for Democracy and Life

After 5 years it has become clear that the Correa government has betrayed the political project for which the people of Ecuador voted. The project represents a model correísta authoritarian and corrupt capitalist modernization.


To legitimize a purported image of the left, the government uses a radical-looking speech, but it is a double standard. The Multinational State has remained in the papers and the proposal has been emptied of content. The social economy is reduced to a secretary with a marginal vision and limited resources without advancing to the economic development model as required by the constitution. The rights of nature and indigenous territories are recognized word, but the extractive model that contradicts the government promotes and brutally attacks. He says he has limited the dominance of precarious forms of work, such as outsourcing and flexibility, but the insecurity is transferred to public sector workers taking away their right to organize, union activity and job security attacking the trade union movement under the pretext of ending the privileges, but left untouched the privileges of the capital. The discourse of inclusion and appreciation of women is contradicted by sexist and patriarchal expressions and social policy that deepens the division of labor. The alleged democratization of freedom of expression covers the persecution of all critical discourse that questions the actions of government. There are only simulations of social participation that are used to support government policy. While government discourse questioned the foreign debt, which has done is change of lender, if the start was reported neocolonial character of the FTA with the U.S. government now committed to doing the signing of a „commercial agreement“ with the European Union, which does not differ significantly in any of the TLC and its constraints. There is much talk of food sovereignty but prioritizes agribusiness and agro-export production.


But the other reality is the people, movements and social organizations that resist this model today and yesterday resist neoliberalism, and that we have doubled our backs against the authoritarian government. As evidenced by the character of the government, political confrontation is heightened and active social mobilization. Here are the anti-mining struggles, the struggles of the peoples of the mangroves, villages and montubios afros and fishermen, environmentalists and environmental struggles, the struggles of the teachers, the student struggles, the struggles of the feminist movement and sexual diversity, the struggles of workers and public workers, the mobilization of small traders, the indigenous and peasant uprising over water and land, and the construction of the multinational state, the struggle of the residents of poor neighborhoods , there is a massive NO vote in the referendum of May 7.


With all these struggles and mobilizations has produced a new political landscape in which we strengthen our organizations and our struggles and where every day we move forward in building a program unit to a Multinational State and new forms of social coexistence.


This hope is reborn ! Here begins the revolution of the people !
