Am 22. März hatte das Gericht der EU in der Rechtssache de Capitani gegen das Parlament entschieden, dass das Parlament grundsätzlich auf Einzelantrag Zugang zu Dokumenten aus laufenden Trilogen gewähren muss. Sven Giegold forderte Parlamentspräsident Tajani nun auf, die Dokumente aus allen 127 laufenden Trilogen proaktiv zu veröffentlichen. Diese Dokumente enthalten die Positionen von Kommission, Parlament und Rat sowie die zwischen ihnen erzielten Kompromisse. Vor kurzem hat der Rechtsausschuss (JURI) beschlossen, gegen dieses Urteil keine Berufung einzulegen und es damit endgültig akzeptiert. Nach unserer Zählung wurden jedoch nur in 4 von 127 laufenden Trilogen 4-Spalten-Tabellen auf konkrete Anfragen hin veröffentlicht.
MdEP Sven Giegold, Berichterstatter des Europaparlaments für Transparenz, Rechenschaftspflicht und Integrität, kommentiert:
„Das Parlament sollte sein Ansehen bei der Transparenz nicht gefährden und alle Trilog-Dokumente proaktiv veröffentlichen. Das Parlament als Bürgerkammer muss mit vorbildlicher Transparenz vorangehen. Die Haltung eines Königs, der darauf wartet, dass die Bürger um Transparenz als Gefallen bitten, passt nicht in unsere Zeit der Online-Transparenz. Der öffentliche Zugang zu Trilog-Dokumenten sollte ein Spaziergang sein, kein Hindernislauf.
In meinen über 100 Trilogen hatten zu oft Lobbyisten gut finanzierter Interessen Verhandlungsunterlagen in der Hand noch bevor es die Abgeordneten Zugang hatten. Der öffentliche Online-Zugriff auf legislative Dokumente verwirklicht politische Gleichheit am besten. Während Populisten nach unseren Schwächen suchen, um sie für neue Attacken auf Europa ausnutzen, müssen wir uns für europäischen Werte wie die demokratische Transparenz einsetzen.“
